According to the article the Senate is claiming to be close to an agreement on the bill that supposedly won't raise deficits, and Dem leadership in the House has convinced the "Blue Dogs" to allow a vote in September.
The article also has an interesting blurb on an alternate bill conservatives has come up with; it's much cheaper but still expensive as hell.
